Municipality Structure
Baidoa Municipality operates through a clear and collaborative leadership structure that ensures effective governance, transparency, and efficient public service delivery. The administration is led by the District Commissioner and Mayor of Baidoa, who is responsible for setting the strategic vision and coordinating all departments and municipal functions.
Supporting the Mayor are three Deputy Mayors, each responsible for a key area of governance: Security and Politics, Administration and Finance, and Social Affairs. They work alongside the Local Government Secretary and the Women Group Chairlady, both of whom contribute to inclusive policy-making and community engagement at the highest level.
The Chief of Staff oversees the central administrative functions of the municipality. This includes direct supervision of key advisory and legal roles such as the Special Advisor, Policy and Legislative Affairs, Scheduling and Protocol Support, and the Legal Council, ensuring streamlined communication and decision-making.
Under the Chief of Staff, the operational backbone of the municipality is maintained through a diverse set of specialized departments. These include essential service areas such as Public Works, Housing, Engineering, City Planning, Civil Registration, Education, Health & Sanitation, Business & Industrial Development, Finance, Budgeting, Human Resources, Revenue, and Communication. Each department is led by a Director who is tasked with implementing municipal policies, delivering services, and supporting the city’s development goals.
